The Peruvian Congressional Oversight Committee approved a report proposing to evaluate the presidential vacancy of Dina Boluarte for alleged moral incapacity linked to the ‘cofre’ case, a process that will soon be debated in the full Congress.

The Oversight and Comptroller Committee of the Peruvian Congress approved this Friday, by majority, a report recommending to evaluate a possible declaration of permanent moral incapacity against President Dina Boluarte. This recommendation is based on indications related to her alleged involvement in the so-called ‘cofre’ case, which involves the irregular use of the presidential vehicle.

The report states that during the investigation, there were obstacles that limited access to key information, which motivated the request for powers to form an investigative commission. Boluarte is accused of alleged personal cover-up because the presidential vehicle would have been used by Vladimir Cerrón, leader of the Perú Libre party, to facilitate his escape from justice.

The ‘cofre’ case originated after the release of an audio attributed to a National Police officer and the then Minister of the Interior, indicating that Vladimir Cerrón, a fugitive leader of the Perú Libre party, allegedly used the presidential vehicle known as “El Cofre” to evade a police operation and facilitate his escape in February 2024.

Although the investigative commission did not confirm that the escape actually occurred in that vehicle, it considered the possibility due to alternate routes and the fact that official cars cannot be stopped by the police.

Additionally, it was reported that the Executive branch obstructed the investigation by denying access to key information, such as the routes taken and vehicle logs, arguing that such data is classified.

Another controversial point was a meeting held by President Dina Boluarte at an exclusive condominium in Asia del Sur, which the commission believes may have involved improper use of state resources and could be related to covering up for Cerrón, as it took place just days before the police operation against him.
